About Utooni Development Organization (UDO):
Utooni Development Organization (UDO) is a Kenyan NGO dedicated to improving livelihoods in arid and semi-arid areas through sustainable water access, food security, and community empowerment.
Project Background:
UDO has been implementing the Shallow Well Project for Communities in Machakos, Makueni, and Kajiado Counties. The project focused on enhancing water access and community resilience through the installation of shallow wells (hand pump and solar-powered), provision of 10,000-liter water tanks, support to vulnerable households with donkeys, and training in hygiene and sanitation.
Purpose of the Evaluation:
UDO seeks to engage an external evaluator (individual consultant or firm) to conduct an end-of-project evaluation. The evaluation will assess project effectiveness, impact, and sustainability, focusing on: on:- Water quality and availability - Community health - Gender sensitivity - Long-term sustainability
Scope of Work:
The evaluation will cover Machakos, Makueni Counties, addressing project components such as shallow wells, storage tanks, donkey support, sanitation training, and community participation. It will include desk reviews, water quality testing, surveys, focus group discussions, and key informant interviews.

Required Qualifications:
• Demonstrated expertise in water, sanitation, and hygiene (WASH) evaluations • Proven experience in water quality testing and standards
• Strong knowledge of community-based rural development in ASAL regions
• Experience with gender-sensitive programming and evaluation
• Excellent analytical, facilitation, and report-writing skills

Mandatory Requirement:
Applicants must provide proof of past experience conducting at least two similar evaluations (completed within the last five years). This should include reference contacts, copies of past evaluation reports, or completion certificates. Applications without this will not be considered.
Duration:
The evaluation is expected to be completed within 4–6 weeks of contract signing.
